language Bar in XP

every time i boot up my computer this thing called a "language bar" appears

so i was wondering where the option is to turn off this thing at startup

(if you dont know what i am talking about look at the attached picture)

To show the Language bar (using Classic view in Control Panel):
*Click Start, click Control Panel, and then double-click Regional and Language Options.
*On the Languages tab, under Text services and input anguages, click Details.
*Under Preferences, click Language Bar.
*Select the Show the Language bar on the desktop check box.

To hide the language bar you only have to un-check the last step in the above quoted process.
