Computers are not always simple, and in the world of Windows, Errors are quite cryptic (i mean how hard is it to say what program is using it)
Ok, I'm assuming you are using Windows 98/me (since I have yet to see this error in Win2k/XP).
If you press Ctrl-Alt-Del simultaneously you will get a list of programs that are running, from there you can end programs, the only ones required to run the system are explorer and systray, keep eliminating tasks until you audio works, and make note of which was the program that was using the audio.
