To plug in a headphone. The volume control adjusts (controls) volume. You must have the analog audio cable connected to the CD drive though.

If you play music through the PC soundcard, these are redundant.

It is a standard item on cd drives and allows you to plug in head phones and has volume control on the drive itself. There's really nothing more to it. It's not like a line in or anything more useful than a private way to listen to audio.

If you want to use the jack on the front, you must have 3 different cables connected to your CD drive:

1) power cable
2) digital data cable
3) analog data cable

#3 cable normally plugs into your sound card or the MB if it has an onboard soundcard. The digital cable goes to the IDE controller.

If you have all this set up and installed the drivers for your sound card, you can listen to music either through the front jack head phone or through the speakers plugged into the sound card.

You don't have to use winamp. Windows has a built in (generic though) player which will allow you to play CDs/mps. The windows Media Player 9 is pretty neat though.
