Never heard of either of those brands. Most people on here would suggest buying from www.newegg.com.
They have a high reseller ratings. Click the link to find more about www.resellerratings.com
Not sure about those 2 sites that those cards you listed. As far as price its about what you would pay for a GF4 ti.
I have an MSI GF4 Ti. Very well made card.

Not sure about those "house"brands. I've used the following in recent builds:

Albatron GF4 Ti4280 128MB DDR 8x
ASUS GF 4 Ti4200 128MB DDR 4x
ABIT GF4 Ti 4200 64MB 4x
ABIT GF4 Ti 4200 128MB DDR 4x
ABIT GF4 Ti 4200 128MB DDR 8x
PNY GF4 Ti 4200 64MB DDR 8x

I liked the ASUS and the ABIT cards the most. The Albatron and PNY were good as well. Seems the Albatron sells a little cheaper but is a good card. Personally I'd stick with a name brand card as the manufacturer has a reputation to protect and gives you one more place to seek help other than just the vendor if things go wrong.
