MSBATCH.INF question

In the Windows 98 setup files what purpose does the MSBATCH.INF file serve. Is it essential?

It explains some. It appears that you can use this file to customize how a windows installation is performed but I'm unsure if it is essential to have this file for installation. Anyone know?
