What Os are you using?
I would go to http://www.pcpitstop.com/ and click on the internet connection option on left, run the tests and then try their settings optimization thing at the end... have had good luck with the suggestions from this site... almost always run the full tests anonymously whenever I build a new machine.

A few years ago, I tried all kinds of tweaks and "optimizers" for dialup modems. Nothing gave me a noticeable result. The best I achieved was maybe 0.2 KB/s more. That's negligible.

The best thing you can do is get the same modem brand as your ISP does.

you don't tweak a site to go faster your tweaking your tcp/ip settings and modem porperties. and yes you can make it considerably faster depending on your settings and how messed up they are to begin with.

You may also check your phone line connections to make sure your getting a good connection as most slowdowns on dial-up are due to line loss and static in your existing wiring.

you want to use a good quality phone line that is as short as possible. If your in an older house make sure your jacks are in good shape and all the conections are good.

I had the worst problems whith the old wiring in this house and my speeds stayed around 30k so i rewired and switched out some phone jacks . Now i'm up to consistent 47-50k. i need a new terminal box on the house but I'm lazy

Other suggestion for faster surfing are using a browser like mozillaf or firebird that allows for flash blocking and built in pop-up controls as well as disabling images.
