can someone please tell me how I can change video files I have put onto my hard drive through a capture card to a DVD format so that I can write then on a DVD-R

What format are they in right now?

You need to find an encoder program that will convert the files from their present format to DVD compliant MPEG-2 files. Once you have them encoded to MPEG-2, then you can use a standard burning program like Nero or Easy Coaster Creator to burn them as video CDs.
