somehow i doubt you can, maybe, but im guessing youd need a pretty fast system and a good cooling system.

By "video" do you mean you want the TV-Out to be displaying like windows media play while you're playing a game on the same system?

If thats the case I'm really not all that sure if you can. Normally TV-Out just clones your desktop screen onto your TV. There might be some sort of special program tht allows you to set the TV-out to a particular window? rather than the active window

why not go ahead and try it. I would think you wouldn't use overlay since both the game and video would want that.
Try not using clone either, do extended desktop or whatever it is, and run the video first, move it over to the tv screen, and then try playing the game.
Obviously a game that will run windowed would have the best chance of working.
I'm guessing it's not going to work too well though, any game worth it's salt is really going to push the graphics and processor, leaving nothing left to run the video.

At least with my experiance from using it on my laptop with an ATI card, as well as my nvidia card in this computer, you have to make one of the displays the "primary" display and actual video will only play on that device. For example, on my laptop to get the video to show up on my tv I have to make the TV primary, then on the laptop you can see the desktop and windows media player but the actualy video portion is black.

Anyone know of a way to do with perhaps with 3rd party software?

Humm I would think that adding a second card would have no affect. I have an extra geforce 4 pci
