Hmmm...sounds like Vice City may be screwing up your video chipset. Try this: Goto Start>Run (or press the Windows Key + R) and type in dxdiag. Goto the tab marked video, and test DirectDraw and Direct 3d. If that's sucsessful, and you are running broadband, go to
www.madonion.com and download 3dMark200
1 (not 2003, we don't want to make the poor thing explode now

). Install it and run the
demo. If that fails, try running the benchmark.

For now, It sounds like it's one of these:
1) The chipset is screwed up on the mobo (worst case). You'd need a new mobo.
2) The drivers from Intel don't work right for some reason.
3) The game doesn't work with yiour chipset, and there is no fix.
4) The game doesn't work with your chipset, but there is a fix (best case).
