Power Supply Issure...HELP!

Hi, all...this is my first post on this board, so i'll try not to seem too newbish.

I just upgraded my 300w Antec psu with an Allied/Foxconn 450w unit. Things seemed copecetic until I put a new CPU in the rig. The system ran fine with a 1.4 t-bird in, but acted very bizarre with an XP 2400+. My monitor would just go into power saving mode, like it wasn't getting a signal, when the comp got a heavy load put on it. The hard drive light would still blink as if the comp was still pluggin away, but with no output to the screen, i can't tell. Here are the specs on the system.

MSI KT3-Ultra MOBO
AMD Athlon XP 2400+
2x512 DDR 2700
40 gig WD 7200 RPM
120 gig Maxtor 7200 RPM
10X DVD-ROM
48x16x48 CDRW
ATI Radeon 9000 pro
ATI TV Wonder
1 NIC
Soundblaster Live
2 Quad LED 80mm case fans
1 cold cathode light
Speeze CPU fan (only 2500 rpm)

what do the rails say on the side for the rails . is it this power supply ?

if thats it it shouldn't have a problem with the system but i am not sure how many amps the lights pull . 18a "should be anuff " note the word should . allied makes pretty good power supplys maybe you just giot a bad one . did you replace it just to do it or was there a problem ?

Rails as specified by Allied:
+12 - 18A
+5 - 50A
+3.3- 28A

Also, when watching the voltages through the bios, the -12v is ALWAYS under -13. Could this be suspect?
