Win 98 phone network problem

I have win98 on two computers and have them networked
with phone line cards(homeclick)....I know it's yesterdays
technology but it was cheap($30.) and simple...
Anyway the computers recognize each other and can transfer
files back and forth from all drives on each machine but only
the computer hooked up to the cable modem can get on the internet......I've tried everything I know to try.....
Are there some hidden settings ?????
Anybody have any ideas................

Do you have a proxy software installed on the main pc?
You can share files back and forth easily, but you can't just share internet the same way.

If you're on normal Win98 you'll have to get some sort of internet sharing software (or a router). If you're on 98SE you can use ICS to share the internet.

I prefer buying a router myself, as if the main pc is rebooted with proxy everybody loses their internet. A router you can reboot to your hearts content! (other reasons too, but not important unless you're willing to consider it)

I have win 98SE on both computers. Each one has a PCI card
installed with a regular phone cord plugged into it ,that in
turn just plugs into the wall jack.....so I would have to go without
the router to use this setup......????
I have internet sharing turned on with both..... no proxy......
