Computer powering-up....sort of.

Alright, I've been working with my computers. To make a long story, I just took my old 1.3 ghz T-Bird and stuck it back it's original MO-BO (PC System boards something-a-rather). I have an old (like 6-year old) 5400 RMP HD in it as well as a GeForce 2 MX 2. Long story short, after putting the processor back in and putting a new heatsink/fan on it (the retail one that cames with my Athlon XP 2500+) my computer does not boot-up. Upon pressing the switch, the green light comes to life for a mere second and I hear the power-supply motor begin to start and a cresencdoing buzz from the power-supply,indicating some power. However, just as soon as it was on, it is once again off. In short, my computer basically won't turn on...all the way. I don't think it is the power supply as I just replaced it recently. I know the old hardware is not defective either because I tested it in one of my old 233 machines. I was told that it sounds like my computer is acting like it doesn't have a processor in it. Perhaps I need to re-seat the hs/fan and processor?

Any insight would be appreciated.

you mgith have shorted out the mobo with the screws when you put it in the case
