XP Shut Down Problem

On a Dell Dimension T850r with 768 MB Ram I cannot seem to shut down XP Pro. I checked POWER OPTIONS in Control Panel, but there is no APM tab. There is a UPS tab, however, which indicates that the UPS service is currently stopped. Frankly I don't know how this affects the operaton of XP or my PC. I'd be pleased for some cogent insight on this problem.

Is there anything for APM in your BIOS? maybe it's turned off there.

How do I get locate the BIOS information?

I ran SETUP with a reboot and found that power mgt is enabled. This is a manual adjustment. Should it be left enabled?

similar effect has been happening to me lateley, i installed some soundcard drivers and a few otha stuf and now the comp resets instead of shuts down
