Systems Outlook Express problems after SP4 in Win2K

A visit to Microsoft Update and Service Pack 4 has left me with the following error when attempting to open Outlook Express:

"Outlook Express could not be started because MSOE.DLL could not be loaded"

I found an article at Microsoft Support that suggests removing OE, renaming the folder "OLD Outlook Express", and then re-installing OE. I am unable to rename the folder because of a "sharing error". I have only one identity in OE. I even have a backup made using e-Backup 1.42. Can anyone help?

" I am unable to rename the folder because of a "sharing error". "

That can happen if you had tried to load OE. Try a fresh reboot and go straight to the folder without opening anything except my computer or explorer.
