Refreshing a web page

I've noticed that sometimes when I "refresh" a web page while it reloads it doesn't actually "refresh." Like here in TechIMO when I make a post to a thread and refresh the main forum page nothing actually changes. I know it doesn't because the most recent thread post section does not reflect my new post and the active members count does not change. Sometimes it takes 2 or 3 refeshes before my new post to a thread is reflected.

Is this site related or just a quirk with my IE?

Not a big deal, just wondering.

Bill
