VaTech might be wright on this one.
But first I would sugest that you take out the CPU, unplug your HDD from power and from the motherboard, take out your RAM, and any PCI cards. Make sure that the only thing pluged in is power to your mobo, the powers switch and the PC speaker.
If you turn on your system this way it should give you a series of beeps. If you got none than your mobo is gone. If you have some, start puting things in one at a time starting with CPU, untill you get the same problem, and you will know what is casing it.
As to your 300 not being enought, that is BS. A 300W PS should be fine to run most systems out there (well not the one that have 7 fans in them), but if you got 2 fans, 2 optical, a HDD you should be fine with a 300, I would go with a 350 for extra safty. Its not really the capacity but how stable it is.
As to the posiblity of a short. Here is another thing you can check. The gigabyt boards do not fully follow the ATX mounting standard. If you are facing the board 5 of the 6 screws used to mount and secure the mobo follow the standard, but the middle one on the right side of the borad (one facing the front of the case) is recesed into the middle where most cases do not have a stand off. Gigabyte did provide some sort of protection there I guess so that shorting does not happen, but that would be the first thing I check.
Also have you taken out the mobo and tryed to runing out of case. If it works you know what the problems is, and where to start looking.
Finaly you can check your PS, to make sure its running fine by shorting two pins on the connector that goes into the mobo (I forgot which ones). It will then turn on, just make sure you pluges a fan or two into it so you have some load, and start testing all the molex connectors and see if you are getting either 5 or 12 volts.
I know this is not the best solution, but atleast you will know that your PS is working fine.
