It's not backwards, it's keyed.
What you got there is an old board whose AGP slot was 3.3V-signalling-only, indicated by the 1.5V-signalling compatibility key position blocked by the plastic tab you see. And you got a new board that supports 1.5V signalling but not 3.3V, and thus has the other key position tabbed.
Universal AGP slots have no tabs at all.
Cards must match that by having a notch in their connector edge for each of the two signalling voltage modes they support.
So if your stuff cannot be plugged together, it's not compatible.
3.3V signalling is for AGP 1x and 2x modes.
1.5V signalling is for 4x modes; 8x mode is thrown in here too although it uses .8V signalling.
