Yes it's on turbo mode, even w/o turbo mode, it's audible, but not nearly as loud. This is on my computer table which is less than 3 feet away from my ear, so that's why I can hear it. If it's under the table like my computer with all those fans, (not including the ones you don't see) it's barely heard.

To be honest with you, I leave it on Turbo mode

But as soon as the water heats up to the same temperature as the outside air, ambient, then the temperatures won't flucuate, but as soon as you turn on your computer, and see the water temperatures rise, don't worry, give it time and it'll stop.

I don't think that upgrading to 3/8" ID tubing using 1/2" OD tubing would make a difference. Why? Because you'd be using the same radiator and same pump. However, there might be a chance of a miniscule change in temperature as there'll be more water running through the system. If however, you decide to add an additional pump per say Ehiem that does 250 gallons per hour and put in another radiator and GPU block (which I am considering) then yes, it'd be a wise idea to upgrade the tubing.

Depends on the time of day

If it's around noon time when the air conditioner isn't on yet, my ambient temp inside the case is 39*C (Got it from the Gigabyte Hardware monitor)
I haven't checked the temperatures when the A/C is on, which I'll post later tonight, but I won't be home for the majority of the time, so the A/C won't really affect the computer temps. However, when the A/C is on, my computer and HydroCool unit is less than 1 foot away from the air vent so that can change alot of things.
