Kids Device Manager status, HELP URGENT!!

When I install a Parralell PCI Card/IO card and the computer has rebooted. Windows 2000 Pro Device Manager show that there is a problem with the card.

The Device status is: Not Enough Resources (Code 12)

And I don't undestand that because when i look and its resource settings windows has assigned it a IRQ and it says no conflicts and un top of that there was 3 free PCI slots on the motherboard.

Ive tested this on a K7NCR18G PRO motherboard

With a IO CARD with NETMOS chip and one from Kouwell and none of them works.

PS when i have the onboard graphic card activated my screen flickers but when i disabled it I was able to read this status from Device Man.

Can somebody please tell me what windows 2k Pro has against these PCI Parrallel controllers??

Have you tried the cards in different PCI Slots?

Also, within the BIOS, check that none of the IRQ's are reserved for anything, and turn them to PnP...

Yes i have but I think i've solved the problem the computer it is tested on diddent have service pack 4 installed. and ive read that Windows 2k/XP has a bug so it think 32 bit devices are 24 bit devices and therefor generates code 12 because the card dossent get 32 bit addressing permission, wich it afcause needs!
