Laptop modem problems

I have a IBM 1300 1171-61U
Win2000 SP4
When Im connected to the internet, the modem starts acting up, the send portion of the connection is streaming data.
I;ve tried updating the drivers for the modem and the network card.
I run Antivirus and have AD-aware and Spybot that I run regularly. I dont think its a bot or trojan, I think its a bug in a driver. Maybe MS or some other software I have loaded.
What this really does is slow my internet connection from 33.6 to 19.2
Any suggestions will be helpfull

First thing I'd do, because this has happened to me, is get a NEW phone line. My dog had an issue with mine some years ago and the damage was hardley noticable. Check any other phones or equipment on the line also. Try plugging into a different outlet, maybe. Try a different browser?? I use Avant browser...

Its not browser specific. It also happens when no browser is running.
I'll try a new phone cord. But I doubt it is bad, this is 1 of 2 machine sharing 1 phoen line. The desktop doenst have these problems.

Yep, I have reloaded those drivers.
That was one of the 1st things I usually try to do.

The modem jack in the laptop could be dying.

Have any settings for the modem been changed?
