Any burning software will let you do it...You'll probably want to burn them as a VCD (Video CD) so your home DVD player can play them.

It depends on the size of the movie file. If your movie is bigger than 700Mb then it won't fit on the CD.

In order to burn DVDs you need a DVD-burner. The formats you can burn a normal CD-R(W) in to have it play on a DVD player are VCD and SVCD. Check what your DVD player can play before making them.

http://www.vcdhelp.com/

You could just slit a file over 700mb into two files, making two CDs. There is a tutorial on that website showing how to do it.
