Kids Bandwidth Throttling

I want to know what kind of affordable router/switch would make this possible. I have a cable connection with a Linksys BEFSR41 router. The pc's are not networked, just sharing the internet connection. I will be networking in the future, but I would like to see what can be done now. The pc's are running on XP pro and home, the one in question is running off of WinMe. I would be willing to explore any other avenue, if necessary, except purchasing a cisco router . Thanks.

Linux has support for QoS and bandwidth throttling, however its not that easy to setup IMO. I know you are probably looking for a hardware solution but just thought I would mention it.

Linksys has a router that offers QoS, BEFSR81. But the QoS options are very limited... Newegg offers the Gigafast EF1600-SI for a reasonable price, I havent managed to find any reviews on it, and it just seems like too much of what I'm looking for. I am interested in the Linux idea, but I wont be exploring that avenue for some time. Are there any software programs that I can install on the workstation, some sort of packet scheduler? Any feedback would be appreciated.
