Outdoors Record Companies - Heated Debate

I heard on my local news station today that all ISP's will have to deliver information on clients who download music to the required Music Record Company, and they are going to start sueing...

I know this has been an issue since Napster... But can they really do this? Has anyone else heard about this!

I don't think its such a big deal. I am a fan of the idea of swapping song files. Just for the fact I just listen to them and not try to sell them to make me money. Doesn't the record industry make enough money allready? I think they do . We are coming to a time where you don't need a record label to distribute your bands music. Just use the internet. Weed out the middle men.
Here is some quotes about this issue that was on my ISP's home page "Starting on Thursday, investigators will track down users who make their digital-music collections available for copying, he said.
Those who download songs but do not allow others to copy them will not initially be targeted.
Music fans who wish to avoid legal action should change the settings on their peer-to-peer
software to block access to their hard drives or un-install the software completely, he said."

Does th e ISP truly have the software capabilities to monitor what P2P programs are running on every computer they provide service to?
