media operating systems?

I'm going to be helping my cousin build a media computer. we basically want it to be like a TiVo type of home made computer.
I just wanna know if anyone has any recommendations for the operating system we should use. I think I saw somewhere that microsoft has some kind of windows media OS. is it any good??? or is there better?

I have been getting interested in this subject lately. I am not sure you need a new OS from MS to do this as there seem to be some add-on cards that can be installed in a PC. I would use XP though. Here are a couple web sites with some additional info.
