Are .iso files just non compressed zip files?

If I want to make a .iso file for burning, can i just make a zip file with no compression on it then rename it to .iso? I know I can do it the other way around, I've changed .iso to .zip before.

ISO9960 images (I assume thats what you mean by iso) have absolutely nothing to do with zip files (which is a file format designed for archiving data).
