Template to paint letters and numbers

I need a template, or some way to buld a template, that I can use to paint the letters and numbers of the panel of the attached drawing. These will be painted onto a aluminum panel 19" X 4.75". I have tried "Datak" press on letters and a laser label from a clear sheet.
