Well, you see Peter, there really is no quality to maintain. That is an extremely compressed jpeg file. If you zoom in on it you'll see it's horribly scarred with jpg artifacts.
I gave it a shot but didn't have much more luck. I tried the image on a few different backgrounds to see how that affected things. Here's what I came up with:

The larger one is slightly more blurry due to the pixel quantization and I simply
had to apply a light g-blur because the jpg compression artifacts are so bad.
Someone could spend a lot of time trying to fix this image, but I wouldn't recommend it. It would be cheaper to
buy a digital camera and just take another photo.
