When you remove the RAM you installed and re-install the original memory, will it boot? If so, I think it's pretty safe to assume it's some sort of RAM problem. A few things could be affecting this. The chipset of your board is listed at HP's site as being an Intel 810, which supports a maximum 512 MB of un-buffered PC100 SDRAM. As for accessing BIOS, according to the info at HP, you need to hit F1 at the blue logo HP screen that comes up at boot.

I can't find the particular beep code you listed, but you may have better luck.
Another thing you can try, is installing the RAM in another PC that accepts PC100 SDRAM and see if it works. If so, then perhaps the RAM is not compatible with your particular chipset, maybe perhaps of the density of the memory. If it doesn't work in another system, then the RAM may be bad.
Can you give us a little more info on the RAM you are trying to install, and whether you added to the original memory, or if you removed the original memory entirely?
