Bad monitor/graphix

So my dad is having display probs on his pc. Relevant stats are as follows:
Dell Dimension XPS T800r
Dell P780 (Trinitron)
NVIDIA GeForce 256 AGP
correct drivers for all (as far as i can tell)

There are faint horizontal lines along the screen that correspond to text and other horizontally linear graphix (i.e. : horizontal menu bars, tops of windows, etc) they are stationary (not scrolling up or down like bad tv reception but actually sitting on the screen in line with the text), but when he scrolls a window that has text the lines move up or down the screen with the graphics/text .
is this a sign of a bad monitor? graphics card? any thoughts would be appreciated

Try connecting a different monitor to the card...

do you have a VGA extension cable from the monitor to the video card?

yeah cant try the other monitor til i actually get back there in a week or so...was just wondering if anyone recognized these symptoms

I am thinking along the same lines as Telexen, signal strength or interference. Perhaps something new is plugged in somewhere or a bad cable/connection.

well...it shouldnt be signal strength...monitor is not on an extended cable or anything....what would cause interference?
