IMO Photoshop and Fireworks are not even the same type of programs at all. The things they do might overlap a bit, but in essence they belong to different category of applications.
Photoshop is for image editing for all sort of purposes (Print, web, even motion graphics)
Fireworks does a good job cutting up images for webpages and making neat drop down menus. Photoshop is way more expensive compared to Fireworks as well.
I personally use both apps, as they do different things, for web design. Maybe you should download the trial for Fireworks and see what it does first, and compare to what you want it to do.
I use photoshop first to create the site mock up, then the website graphics, logo etc. Fireworks I use to make any buttons, drop downs, etc. Both great apps, and work well together.
