Windows XP language change

I was wondering if anyone knew how to change the Windows XP Pro English OS over to the German version. I want the entire OS to be in German including the menus and all. I cant get it to work using the regional settings. Any advise?

if you have XP with SP1 installed, you could install the multilingual user interface which you'll find in : windows/servicepackfiles/i386

the file is called muisetup.exe
