Can anyone point me in the direction of a shareware or freeware Tiff to JPEG Converter?

Plenty out there. One of the better freeware image utilities that will view and convert from almost any format to almost any other format is Irfanview.

http://www.irfanview.com/

It's been the default image viewer on my system for years now.
