Free picture editing software?
Does anyone have any suggestions or links as to where I can get a program that will allow me to shrink or enlarge photos for free?

Maybe even a trial version thanks in advance

Lots of those types of programs around, both as free and trial versions.

Paint Shop Pro is one of them that I use.

Paint Shop pro by Jasc also has a trial version you can download and use, though I would opt for Gimp as it is quite powerful and will not expire.
