Well if you " had" it working in DOS with the mscdex drivers then you need to get the correct drivers for you pcmcia drivers up and running.
You could try and download the cdfs which work on win9x. These drivers are 32-bit drivers that run in windows. The previous drivers you used are for dos environments only ( as kendo explained)
Since it doest sound like windows (95 anyways) hasn't found any drivers that will work for you drive you have to go and install your own. Either these genric drivers or ones from your manufacturer.
Thats all you need to do basically.

Could you elaborate a little more on that, as far as what you have done or did to that point. Also I have also found a link to some CDFS drivers that may or maynot work but give em a shot there are device drivers that are supposed to work, however I'm not sure how theyll work with the pcmcia if it matters

From what it sounds like you have gotten through the worst of it

, now your just trying to work out the kinks. I was curious though why you wanted to run 95? I know you said the laptop was old but 98 should be sufficient to run and is a little bit better.
