CPU burned out or mobo???

Clients PC powers up, but no image on the screen. I pulled out the RAM, but I didnt get the "beep beep beep" sound that you get when the RAM isnt seated in the slot correctly (or present at all). The HDD starts to spin and the CDROM/floppy works fine. Is the CPU burned out??? I assumed this since the CPU talks to the RAM. The PC is a Crapway circa 1997/1998:

Celery 333 with heatsink and NO FAN
Micro ATX mobo(generic) w/ onboard video, sound
128MB PC-133 RAM (New and installed by myself 1 week earlier)
3 GB HDD
CD-ROM

One last thing, I believe the CPU is somehow soldered into the slot.

If the CPU was "burned out" you wouldn't get any activity at all, from what a tech at AMD told me. I'm guessing mobo or video. Time for a replacement. I just saw a mobo and 733 Cyrix III CPU combo with LAN, modem, video, et al for like $60+ at CompGeeks I believe.

If the chip is soldered into the slot, does it matter if its the mobo or the chip? You are going to have to replace both anyway. If you can get the chip out, you can swap in a known good chip and see if the system works.
