No power up

Dear Members,
I have a compaq Armada 1510 that does not power up. I purchased it in this condition. The power supply is internal and the power lead plugs directly into the rear of the case. Occasionally the green power led comes on but flickers off when attempting to press power on button. Thinking that it might possibly be the onboard mounted thermal fuse. I disassembled the entire unit down to the power supply level and desolderd the fuse. Metering (terrible meter btw) for resistance showed the fuse seems to be fine and at this point I am in as much dark as the laptop. Upon physical inspection all related diodes seem to be ok and now I am not at all sure where to look next. It has usually been my experience that when no power (signs of life) are present the culprit is usually somewhere in the power supply but I am now nonplused. Could the motherboard itself be subject to the malady? Any assistance here would be much more than appreciated. I sincerely thank you for any light that can be shed here.

God I really wish I knew more about notebooks but Im clueless as to what the problem could be....heres a bump so it will get more noticed now that more people are on.
4am is when some of us go to bed!

Couple things come to mind.

Have you checked the power lead to see if it's okay?

Have you looked to see if anything conductive may have been spilled on the MoBo that may cause a short? Or if anything is loose or corroded?

Check the IDE connections of your hard drive, and also check that you have the right type of memory and that it is inserted properly. I have known both of those things to have the same affect on a computer as what you are describing.
