Loosing money in Sim City IV

I completed the first Sim City, and got very far in the the second, I did not like the third Sim City, but now I`ve bought the IV`th, and I have extreeme problems making money in this game. Compared to the other Sim City games I find this game very difficult. I keep loosing money.

Is there anybody with some good building tips for Sim City IV

Meh. After SimCity 2000, I stopped. 3000 wasn't very good. I don't know what to say about 4000, but the help file usually has some pretty nice tips in it on how to make mula.

it is tough, there is one way to get a quick 1000$ boost but it is a cheat...

It took a while to make a profit, and I ended up with each of my cities doing huge neighbor deals. I'm not sure how it's done without military bases and jails, either.
