DVD playback on PC

When I play my DVD's on my computer they don't play as clear as on my tv is this normal?
My system,
Athlon xp2400 cpu
Gigabyte GA-7vaxp mb with promise onboard raid controller
kingston value ram 512ddr pc3200 400mhz
dual 80gig maxtor hd's 7200rpm ata 133 raid 0
ati all in wonder 8500dv video card
Nokia 21" 445Xpro Monitor
antec 430 watt true power ps
ahanix platinum xp steel case
windows xp home
TV is Toshiba 55" cinema series
DVD player is Toshiba sd-1700

it might be your software dvd player on the computer.
i used a few of them and found that WinDVD works best.
PowerDVD used to be choppy and generally not smooth.
