I Powerdown my DSL Modem and its slow at start off

when i power down my westell wirespeed modem, and start it up the speed is really slow and after a few minutes the speed raises. and i notice there 2 moniters in the taskbar and when i open it. it has 2,000 something for Sent and 2,400 for Received. and after 2 - 3 mins, its 3,927,576 for sent and Received 1,128,812. its connected through a ethernet cable and when i sign on, it will pop up a bubble saying "Connected at 100.0 Mbps"

well i don't know why it is slow on startup, but i can explain the other stuff.

First the sent/recieved is actually a quantitative measure of how many packets have been sent/recieved so it should always be counting up

Second the connected at 100mpbs is actually the speed your computer is connected to your dsl modem (the only other things you might see are 1,000mbs for gigabit ethernet or 10mbps on really old nics). this isn't the speed you're connected to your isp at

o would it help cause i have a 14 feet tel. line that i was sent in the DSL modem kit, and i use my own that i bought, its a 3-5 in. line ?
