Half-Life 2's Source engine

I heard that the source engine might be out before HL2? is this true? because i wanna start modding for it soon.

Some companies release their editing tools before the game is released, to give modders a 'feel' for editing the game.

However, if the engine is out before the game, it's for other game developers who wish to liscence it. You can do that, for about $100,000+. Got morgage?

A Half-Life 2 SDK (Software Development Kit) for mod developers will be released prior to the game hitting store shelves.

That doesn't exactly mean they're releasing the engine though.
