Does it show up in the HCL on MS's site?

Could be that it is not supported by XP.

Shut off PC.Check IDE cable and unplug cable and power.Turn back on with CDROM disconnected. Shut down again. Plug everything back in power and IDE. Turn PC back on and see what happens.

Are your IDE cables new or used?

Go into the Device Manager - IDE channels - and make sure that the channel you have the CD set up on is enabled. While there make sure that you set XP to detect DMA and not PIO onlyfor all your IDE devices.
