The speed step driver is built into win xp. You can mess with it by right clicking on your desktop and select properties. Then click the screen saver tab then click the power button. The speed step settings are the power schemes. I would not mess with them though!! It is a known fact that if you change these speed step settings while there is a load on the cpu it will corrupt the profiles and your cpu will be stuck at 1.2ghz (if it pentium4 mobile) untill you reinstall windows!!!! Just make sure it is on portable/laptop. Or if you dont ever need/want performance then set it on max battery.

I ran into a problem with both of my Vaios (XG500 and NV190). I set the power schemes in XP for Always On so that both computers would run at full power. I was finding that for some mysterious reason, XP would 'lose' this setting and only run the processors at their lower speeds. At first I didn't mind. However, I really noticed the difference when playing C&C: Generals on my NV190. After many hours of reading and searching, I did find a small app called Speed Switch XP. It's basically an alternative to XPs power controls and allows for much more tweaking of SpeedStep enabled processors. For anyone with similar issues, it's very much worth a look.

Take a look at this article at Tom's Hardware. Look specifically at pages 2 & 3 on how to control it.
