I don't know why you can't. A windows 98 boot floppy, in my experience, will boot 95, 98, 98SE, Windows 2000, NT, Mandrake Linux, Red Hat Linux, and BeOS machines.
It should boot anything as long as the BIOS is set to boot from floppy first, because you are booting and running the OS on the floppy disk and not the Hard Drive. It should not matter what OS is installed on the machine. Germ
