If you use a compressed air can and using it mildly then it will clean it up and not break a thing. If the cleaning doesn't help, then the bearings in teh fan are going out and should be replaced.

Of course its worth cleaning it...a dirty fan cuts down on its ability to cool your cpu....as to whether or not you will break it...that depends on how you clean it. Dunking it in water isn't a good idea, but using a cotton swab or even your finger to clean the blades should cause no damage (turn it off first or it could damage your finger )

i actually have a friend who is lucky to still have some of the ends of his fingers. Im tempted to give him this 7500 rpm fan ive got to see if i can't get it to eat his hand off. He's stuck his hand in 4 fans, and busted 3 of them to dust, and the other was just fractured. I don't know what he was thinking the first time, but the 2nd thru 4th times i know he was snorting cocaine... i lauged so hard, i couldn't believe he would be so dense as to put his hand in the damn fan blades... 4 TIMES

But seriously, all fans I've come across have a small rubber grommet over the bearing, usually under a sticker so you can't see it. I remove the sticker, pull out the rubber grommet and put a finger full of vaseline in the hole (no funny comments please )
This makes noisy fans quiet and last for a lot longer. If it is a dry bearing that is....
