Using Front Page it's easy.
Show the DHTML bar.
Click thedrop arrow beside "On" and select "Mouse Over".
Over to the right click the drop arrow for "Apply" and Formatting.
Click on Choose Settings and the Font.
Pick a colour for the mouse over affect.

I did not use the java, But the html worked a treat....

As for frontpage or even dreamwaever , I have both but i am putting myself on a strict diet of notepad at the moment,
trying to get backto basics....(if that makes sense)
I learnt with dreamweaver ....
