increasing fan speed...

I have a volcan0 7 on xp 2000 processor.it states that it can run up to 5000rpm but it never gets above 3600rpm..my systems runs at idle about 46 to 47c and about 49-50 under load. is there some fic i can do to get some morespeed out of the fan? also the same thing goes for my antec 330w p.s. with double fan..it never gets above 1600rpm..i think max is 3000rpm..noise level doesnt bother me as i have twin girls 2 years old! any one with any help?

btw i am running 2 exhaust fans and 2 intake fans with plexi sidepanel..maybe i need to upgrade to 90mm fans all around or install a fan in side window?

oh yes..i hate to cut this new case up..so will installing 90mm in 80mm cutouts be ok?
