Make sure your mobo is grounded properly, also make sure you're not shorting the mobo on a extra motherboard stand off or anything.

try taking it out of the case and putting it on a block of wood (or other non-conductive material) and firing it up to see if all is well

if the back of the board is touching anything metal in the case you'll be shorting so you may want to check the standoffs (small plastic pins) are all there

What's the point of trying to power up an incomplete motherboard?

Not sure why you want to power it up with no processor in, but anyway......

Make absolutely sure that all the connections are properly attached - particularly the main MB cable, cooling fans, and all the little connectors for the power switch, reset switch, speaker, etc.

Also make sure the power supply is set for the correct line voltage, and the switch is turned on.

If still no go, test the power switch with a basic multi-meter or continuity tester. Let us know if you still have problems after that.

And - welcome to TechIMO!!

To check your motherboard properly build it like the jester says outside of the box.

You need to install the following:

CPU + HSF make sure you put the fan on the right pin on the board.
1 stick of memory
video card
fdd and for some systems you need a hdd

if it boots properly with all this then you can build it again in the case.
