Are you sure outlet has power? Do you have another power cord to try?Does friend who sold it to you have some answers? Like why he sold it? Gotta get psu working first then worry about the rest.

Seems way too easy of a problem. What's the chance of two psu's not working.

I don't believe even the fans will go on without the processor in the socket. There are ways of testing the power supply without a motherboard, though. Here's one way.

If the p/s doesnt even spin up you probably have a bad p/s. Otberwise make sure that its set on the correct voltage and that you have the atx cable in the mobo nice and tight..you dont need a processor in to test it.

I don't know what mobo's you guys work with, but I've never seen any that will power up without a CPU

yeah, I was under the impression that you need a cpu to turn on a psu etc.

To check the psu, just pull the atx connector from the motherboard and short the green and any black wire together with a bent paper clip...have some fans hooked up and see if they spin etc.

Motherboards need a good CPU in them to turn on.

Depending on the motherboard, some will power up with a bad CPU in them, but won't do anything (no video, no beeps, no nothing).
