Hauppauge TV card problem

Ok. I had a Hauppauge Win TV Go! card, but Im going to trade it for an ATI TV wonder VE. The card installed ok in the PC that he wants it in, but the problem is the video. It kinda resembles a monitor outta sync. There are like 4or5 blurry screens (the picture is blurry like that). Any ideas? It kinda looks like bad reception, but I cant be for sure.

I have a WinTV-GO. It displays a near perfect video image in all modes (custom sized widow/full screen)

To verify if it's reception or not just plug the video out from any device (vcr, dvd, whatever) to the s-video input on the card. It should get a crystal clear picture. If so, then poor image in the TV tuner must be poor signal from the cable.

That was my guess. He has his internet, and about 3 TVs split off of one line, so it could be a signal problem.

Forgot to post specs and all that.

HP Pavilion, Celly 700
256mb ram
onboard video (not sure how much memory).
