Win98SE screen problem update

I posted a problem earlier about the Quicklaunch toolpad covering up the left side of a full screen application. When you have the toolpad is set to "Always on top", full screen applications should stop at the edge of the toolpad and not be covered by it. Mine quit working that way and I could not find anyway to reset it. Now it's back to working right and I think I know what I did that made it work.

I wanted to check on the weather for a visit and couldn't find the info I wanted on a couple of web sites, so I installed Weatherbug. (I had it installed a long time ago and I really hate my lack of control over it, so I uninstalled it.) When I got the info I wanted, I uninstalled it. A while later I noticed that my full screen applications were not being covered by the Quicklaunch toolpad - which is set to "Always on top."

My thanks to the people who tried to help me. I still don't know what the setting is that controls this, but at least my computer is working as it should (in this respect.)
